Exemptions Procedure豁免程序

The RoHS Directive allows for exemptions from its restrictions, under certain conditions defined in article 5(1), adapting the Annexes to scientific and technical progress.RoHS指令允许在第5(1)条规定的某些条件下豁免其限制，使附件适应科学和技术进步。

Exemptions are limited in time and reassessed on a regular basis, taking into account

1. the availability, practicability and reliability of substitutes
2. the environmental, health and consumer safety impacts of substitution
3. the socioeconomic impact of substitution
4. any potential adverse impacts on innovation

豁免是有时间限制的，并且会定期重新评估，评估时会考虑

1. 替代品的可用性、实用性及可靠性；
2. 替代品对环境、健康和消费者安全的影响；
3. 替代品对社会经济的影响；
4. 以及替代可能对创新产生的任何不利影响。

Industry regularly applies for the renewal of exemptions or for additional applications to be exempted from the Directive's requirements. An application for renewal of an exemption shall be made no later than 18 months before the exemption expires. Each request must be evaluated, and when appropriate, an exemption is granted.

工业界定期申请豁免续期或申请豁免于该指令的规定。豁免续期的申请不得迟于豁免期满前18个月提出。每个请求都必须进行评估，并在适当的时候给予豁免。
